Gillian Bishop 

Chief Executive

Gillian supports leaders at a personal, organisational and system level to develop the cultures required for public services to thrive. An experienced leader who has worked at chief executive level for over 12 years, Gillian has supported individuals and senior teams at public, private and third-sector organisations all over the North West.

Keith Power

Director – Workforce & Employment

Keith leads on workforce transformation and strategic planning, employment advice and direct HR support for authorities, their partners and communities. He brings a wealth of knowledge and practical application ability to North West Employers. His previous positions encompass human resources, commercial management and inspection services for a local authority regulatory body.

 


Kash Haroon

Director

Kash supports culture change and improvement across the North West’s public sector. He is driven to help teams succeed through enabling people to grow, learn and perform at their best. Kash has a deep knowledge of staff engagement, speaks several languages and has worked in a range of sectors including the private sector, healthcare and local government.

 


Sharon Senior

Director

Sharon works closely with our customers, associates and staff to make sure we really make a difference by delivering high quality services. Passionate about helping people become the best they can be, she leads several of our services including Leadership Development, Coaching and Councillor Development.

 

Rita Evans

Leading Greater Manchester Programme Director

Rita is an organisational development (OD) systems leader, facilitator and coach who builds strong relationships at all levels. She is a strategic, innovative, ‘whole systems’ thinker with skills in cost-effective OD and learning design and delivery. An OD specialist for over 20 years, Rita has experience in the healthcare and local authority sectors and a clear understanding of the health and social care agenda.

 

Jenny Holsgrove

Improvement Delivery Officer

Jenny leads North West Employers’ Interchange programme, which aims to foster a more-connected North West and help public sector professionals experience life in other sectors. She is also responsible for coordinating improvement capability building across the North West. Jenny has a PhD in Contemporary Theatre and Community Formation and has presented her research at national and international conferences.

 

Denise Denise Isherwood

Commercial Assistant

Denise provides administrative support on learning and development projects, including in-house programmes on executive coaching and commercial skills and the Aspire HR/OD programme. She joined North West Employers after 11 years at Bolton Council, where she gained extensive experience in housing and organisational development.

David Carty

Development Adviser

David develops and delivers consultancy activities that help organisations recruit and retain the best people, including assessment centres and job evaluation projects. With over 25 years’ experience in local government, David’s role also includes HR and OD activities such as training on HR investigations, developing and reviewing HR policies and facilitating project workshops.

 

Andrew Mason
Andrew Manson 

Principal Adviser – Employee Relations & Employment Law

Andrew’s expertise is in providing authorities with employment law and employee relations advice. He is also the regional contact for queries on local government conditions of service and teachers’ terms and conditions. Andrew holds a postgraduate diploma in Personnel Management and an MA in Human Resources. He joined North West Employers in 1998.

 

Mel BMelanie Booth

Corporate Resources Manager 

Melanie oversees the day-to-day running of the office and also heads the finances and accounting side of the business. She started her working career with North West Employers over twenty-five years ago, starting out as the Office Junior, and has seen the organisation grow and change significantly in that time.

 

Pat Wilson

Business Delivery Officer

Part of our commercial unit, Pat identifies business opportunities and new products and services that benefit our member organisations. She also manages the business delivery support team. Pat is one of our longest-serving employees and has over 35 years of experience in the public sector.

 

Dianna RDiana Ravenscroft

Business Delivery Assistant

Part of the Business Support Team, Diana has responsibilities in events management (including bookings, sourcing venues and arranging in-house events) and for updating online tools for sales, purchasing and communication. She also provides general office support. Originally having joined as a typist, Diana has been with North West Employers for over 23 years.

 

Sarah F Sarah Farley
Senior Business Delivery Assistant

Sarah is responsible for implementing efficient working practices and coordinating improvements within the company. After originally joining North West Employers as a support assistant in 2004, she has progressed through various roles and developed an invaluable understanding of our operations.

 

 


Stuart Baguley

LeadingGM Improvement Delivery Officer

Stuart joined North West Employers as an apprentice in 2008 and is now a Improvement Delivery Officer for LeadingGM. Stuart enjoys a trip to Warrington Wolves to support his local Rugby League team on the weekends.

 

Charlotte Brown

Charlotte Brown

Business Delivery Officer

Charlotte manages our networks, which connect and engage peers across the North West in coaching, social services, HR and other key topics. Her additional responsibilities include data analysis and providing training for ePayCheck, the national salary benchmarking tool. Charlotte previously held roles with the NHS and the BBC.

 

Tom Maloney

Programme Director, North West Association of Directors of Adult Social Services

Tom has extensive experience in establishing sustainable collaborations across a wide range of partners and geographies. He has worked in the NHS and local government, most recently as strategic lead for Greater Manchester Public Health Network where he focused on delivering improved health outcomes. He is driven by the belief that working together can improve outcomes and opportunities for the North West.

 

Andrew Burridge

Policy & Programme Manager, North West Association of Directors of Adult Social Services

Andrew is currently leading on integration and market shaping with the Programme Office. He has worked with the ADASS programme for two years and previously led the region’s support programme for implementation of the Care Act. Andrew has also worked for Stockport Council, developing integrated commissioning arrangements, and on the Greater Manchester Health & Wellbeing Board.

 

Janet
Janet Appleton

Executive Assistant / ADASS Sector Led Improvement

Before joining North West Employers Janet was an Executive Office Manager for the North West Improvement and Efficiency Partnership. Janet now supports our Chief Executive on external projects such as SLI and ADASS and also supports assessment centres for senior officer recruitments. In addition, she dedicates half her time to Wigan Council as their Project Coordinator for Democratic Services. In her spare time Janet enjoys cooking (especially lots of treats for the office), gardening and crafts.
